U.S. Representative Will Swear Into Congress On a Copy of Superman #1

When newly-elected California Congressman Robert Garcia swears his oath to be admitted into the United States House of Representatives, he will be doing so on a copy of the United States Constitution, but he will also be including three items underneath the Constitution that have personal meaning to him – including a copy of 1939’s Superman #1!
